Dalian Pro may be promoted arbitrarily to CSL

After Chongqing Liangjiang Athletic folds, Dalian Pro, relegated from CSL last season (15th in all 16 teams) is likely to be promoted arbitrarily back to CSL to guarantee that there are 18 teams in CSL this year. Dalian has been preparating CL1 season without any foreign player in the squad.
