Relocation partially resumed in ChineseLeague

CFA will allow club relocation in CL1 and CL2 in the upcoming 2023 season, while the ban, imposed after the 2015 season, willl not be lift in CSL. The club to be allowed to relocate from one place to the another should a bunch of criteria set up by CFA.
